| State-owned enterprise (SOE) reform has been the core of China’seconomic system reform, which relates to the transformation ofgovernment economic functions and affects overall economic and socialdevelopment. As change agents, government plays an irreplaceable role.With the improvement of SOE reform, the role of governmentexperienced regulators, rower, steerer, servicer. The government in thereforming of SOE should play a public policy-maker, owners andsupervisor of state-owned assets, the market environmental regulators atpresent. Reforming so far, however, the role positioning of governmentstill exists many problems, such as funding and regulatory confusion, thepoor marketization of SOE, the confusion of the market maintainer’sborder, etc. Therefore, this paper intends to analyze the reason of the roledeviation of government so as to offer advices on rebuilding the role ofgovernment in the reforming of SOE.Our government’s role in the reforming of SOE has gone througha process of evolution. From government omnipotent control anddecentralization with relative control under the planned economy systemto micro-level internal management system conversion under the contract management, and to macro-level the model design of the reform ofproperty rights under the socialist market economic system. Thegovernment in the reforming of SOE plays a regulators, rower,steerer, servicer. With the offering of the “service-orientedâ€government,the relationship between government and enterprise has entered into anew stage after2003.Government in the reforming of SOE, acting as thewaiter, concentrated to offering public policies, consummatingsupervision mechanism, maintaining market environment, etc.Since china’s reform and opening up, The role of government in thereforming of SOE change with passage of time, namely regulators---rower---steerer---servicer. Now the government in the reform of SOEplays the public policy--makers, the owner and supervisor ofstate-owned assets,etc. The government does not help enterprises directly,but transmits information to the market by system supply,policyadjustment, financial subsidy and information supply,etc,so as to realizethe macro-control of SOE, which has carried the functions of the ownerof state-owned assets. Besides that, the government has also thefunctions of supervisor in the the reforming of the marketization ofSOE.There are some problems of roles positioning of government in thereforming of SOE at present. Government,as a policy-maker, is an absent,which highlights the indifference between authority and enterprise andhave not clear property, so as that it leads to a poor marketization of SOE.Stated-owned monopolies gives rise to the private enterprise in dilemma,official corruption and enterprises running social services,etc, whichshow the dislocation of government as market’s maintainer.“the SASAC(State-owned Assets Supervision and Administration Commission)ofindustryâ€, the confusion of supervision and funding, which highlight that government is not match with owners and supervisor of state-ownedassets. The deviation of the role positioning of government have somereasons. First, it is the effects of path-dependence. Second, thegovernment is lack of a systematic pattern about the model of SOEreform. Finally, it is the positioning deviation of SASAC. The model ofgovernment-enterprise integration has a long-term impact of reformprogress because of path dependence, so as that government have notclear property with enterprise. Related measures were depleted, and SOEhas clear border,which give rise to the difficulty of government carryingfunctions. SASAC with multiple institution function, in addition, as arepresentative of supervision-funding, has a strong administrative role,which impedes the function of legal supervision and funding.Rebuilding the the role of government is the key in the new roundreforming of SOE. First, We should straighten out the relationshipbetween the government and the market as soon as possible. On the onehand, defining the relationship between government and market make theenterprise become independent economic entity. On the other hand, weshould rebuild the relationship between government and SOE and definethat it is a service rather than membership. Second, we should bring SOEreform into the "top-level design" so as to design systematically therelated system. On the one hand, we should have carried out a sort ofSOE reform and remuneration management. On the other hand, weshould improve social security system. Finally, it is necessary to classifythe SASAS into multiple roles. On the one hand,we should set up aspecial funding department and appoint only SASAC as superior. On theother hand, we should strengthen the supervision of SASAS. |
