In this paper that from the point of view of strategic management, first introduced the related theories of strategic management, based on the theory of support, we analyze the Jin Shang bank’s internal resources and external environment. And then through the use of SWOT analysis to summary the Jin Shang Bank strengths, weaknesses, opportunities and threats, then using QSPM matrix and strategy evaluation entropy model to formulate the Jin Shang Bank’s development strategy, and finally to establish a series of measures, it can provide some help for the growth of the future development of Jin Shang Bank, also hope can provide some insights into the development of other city commercial banks.
