The construction of the urban railway is facing a good opportunity of high-speed development. As the main construction method of urban railway construction-shield method, it has the merit of safe and stable tunnel, fast construction progress, high level of mechanical automation and tiny perturbation to the building nearby and the layer of earth; It is to used more in the construction of urban railway nowadays; but because the cost is really expensive, to a certain extent, it restricts resolving the city transportation problem and exploiting the underground of the city. How to manage effectively on the cost of shied construction method, it becomes the task of urban railway construction at present.In nowdays China, the urban railway construction, especially in the shield construction area, cost management method—Bi-directional Value-added Method is still in the starting stage; it is a need to apply the Bi-directional Value-added Method theoretically and practically in the shield construction method, and make it more widespread; to promote the application of the Bi-directional Value-added in the cost management among companies, provide support and help to the company who use shield construction method to increase the core competitiveness.This thesis based on the introduction about the controlling method of the cost of the shield construction—theory of Bi-directional Value-added Method, choose X shied section of Beijing subway Line9as an example, combine the real situation of control the actual cost of shied construction company and the existing problems; Use Bi-directional Value-added Method to analysis the value chain of the company and calculation and analysis of the operation cost; meanwhile apply the result of analysis into the company management; the information of the net cost is accurate, the information of overall cost is effective and feasible. Improve the work flow effectively, improve the work efficiency and propose the concrete management measures. With the result that provide a new choice for the area of controlling the net cost of the shied construction in our country, and make a conclusion and a wish at the end.The innovation point of this thesis is applying the Bi-directional Value-added Method into the practical management of the shied construction, and overall analysis the inside and outside of the value chain of the shied construction company; provide theory support and help to the shied construction company on the development strategy, company organizational structure, improvement on the work flow, net cost accounting management, and bring up the concrete corrective measures. In addition, calculating operation cost method and analysis the shied construction cost; the process of the calculation and the data of the net cost can give reference to the shied construction company on controlling the cost and submitting a bid.
