Since the regional economic integration in the last century90’s, the tide onceagain swept the world, the world has formed three major regional cooperationorganization, respectively, the EU, NAFTA and APEC. And into twenty-first Century,cross regional economic cooperation has developed rapidly, with a huge global RTAnetwork has been formed, and the "hub and spoke" structure is the basic elements ofthe network. The dynamic development of "hub and spoke" structure, will have greatinfluence on World Trade and welfare. In general, the hub country has the absoluteadvantage in the structure, and spoke of foreign home and is in a weak position. Thispaper firstly formed around the structure and dynamic development, illustrates themain characteristics of the structure and its big country effect exists with small effect,and then focus on the analysis of members and non members of single axle and wheelspokes expansion structure, structure of the welfare state.The focus of this paper is through the "hub and spoke" analysis of the theory ofthe theory’s impact on Japan in East Asia regional economic cooperation, and theanalysis of Japan’s regional economic cooperation from the perspective of thetraditional into the "hub and spoke" structure theory research, merge the two into one,to the regional economy the cooperation strategy of japan. Japan has long beenactively promoting the development of multilateral free trade, adopt non groupstrategy of confrontation, but affected by the rapid development of bilateral free tradeand WTO multilateral negotiation process is slow, Japan adjusted its trade policy, toactively promote the FTA/EPA policies and measures and achieved rapiddevelopment, has now signed15bilateral free trade agreement, the successfulconstruction of its own as the axis of the hub and spoke structure. Japan and China asthe largest and most influential countries in East Asia, their economic cooperation andthe profound have great significance to the process of regional economic integrationin East Asia, the competition of axle’s status between the two countries has bothcompetition and cooperation. In order to avoid once again become the spokes, Japan has motivation to expand regional economic cooperation, so as to maintain their own"hub and spoke" structure.
