Research On Security Management Of A Reserve Warehouse

With the wide application of modern information and technologies, logistic industry has been developed rapidly. As an important part of logistics, warehouse management has become one of the key factors affecting enterprise market competitiveness. To seize the market opportunities, national material reserve warehouse has been carrying out various revenue-generating businesses by using idle resources. Due to years influence of planned economy, most of them do not have relative strong market awareness and high safety management level, in which result a lot of problems in materials safety management, affecting their long-term and sustainable development.This article makes a rooted reserve warehouse subjected to State Reserves Bureau as its research objective. Through analyzing the performance of current internal and external environment, business procedures and warehouse safety management, it makes qualitative analysis of the materials receive errors, material loss, physical deterioration and shipping errors and warehousing accidents s by adopting Fault Tree Analysis method, in which was found11minimum cut sets and19basic events. Combined with advanced warehouse management theory and understanding of warehouse management work, this article puts forward detailed safety management solutions in various aspects including improving the organizational structure, strengthening human resource management, improving materials management capabilities, strengthening security and hardware construction, improving internal systems and performance appraisal.It transfers the original organizational structure into matrix’s, strengthens safety management power and forms the serious security atmosphere from the upper to lower level. It strengthens human resources management and raises people’s attitude toward safety. To improve the warehouse materials management capability, it suggests to start from optimizing the operating procedures, improving storage management and re-check methods and establishing the supplier selection and evaluation system. Meanwhile,it brings forward targeted safety measures in aspects of improving anti-technology level, maintenance of hardware infrastructure equipment, advancing information technology, interior systems and performance appraisal,which formed a set of storage security management plans that suits the rooted storage warehouse and provides a reference for others in same industry.
