The priorities of the current Central Rural Work include strengthening agricultural land property rights protection, giving farmers more power to improve land management rights, and promoting the circulation of land management right. But in the process of land circulation in China, there is always a problem of land pricing irregularities. The low price of rural land prices has become a consensus in the academic community. Lack of scientific and rational pricing mechanism has reduced the enthusiasm of peasant to transfer their farm land and reduced the efficiency of circulation to a large extent. Unreasonable pricing often results in violation of farmer’s legitimate rights. It has not only hampered the development of rural society seriously, but also affected the building of a harmonious society and social stability. It has developed into a potential destabilizing factors in some places. There are few domestic land pricing method which is really suitable for rural land management right. As rural land management right price is influenced by many factors, we should take various elements into account in order to make a price scientifically. Research of agricultural land price in foreign countries mainly use econometric models to analyse the influence of various factors quantitatively, which can be used to determine the importance of various factors. The results are also easier for people to understand. Therefore, we can learn from foreign studies and start from an analysis of factors. Then we can identify important related variables to construct a more rational pricing model of agricultural land management right price. Factors affecting the price of agricultural land are very complex. The studies on the performance of farmland property rights system provide us a new perspective and a theoretical reference to investigate the relationship between the protection degree of rural land property rights and the price of agricultural land management right. Unclear definition of property rights will cause defects in market economy operation and friction and obstacles in the process of economic operation. It will also affect the efficiency of resource allocation. Weather farmland property rights is complete will affect the enthusiasm of land investment, transaction cost and marginal revenue of agricultural land, and then affect the price of agricultural land management transactions. Thus, we should not ignore the farmland property rights in the process of pricing. Although, with the evolution of China’s agricultural land property rights systems, the farmers’land rights is strengthening, it still exist many defects. The unique land system in our country and the huge difference of land property in different regions provide the convenience of studying on how farmland property rights affects the price of farmland management right price.This article consists of the following five parts:The first part is the introduction of the research, the background and the implication of the study. Researches of system performance of farmland property rights and agricultural land pricing methods have been reviewed. The research strategy and the possible innovation of this paper have been proposed.The second part is theory analysis and the research hypothesis. This part includes an overview of relevant theory and the introduction of basic problems. The property rights theory, the land rent theory and the supply and demand theory have been briefly introduced in this part. The conceptions of land ownership, the management right and the circulation of land management right have been defined. This part also reviewed the changes of rural land management right and the establishment and consolidation of the rural land property rights system. Analysis of the factors which affect the farmland management right price has been made. Finally, put forward the hypotheses.The third part included building the hypotheses and selecting the samples, setting variables and making descriptive statistics. We selected the data from2006to2009in China’s31provinces as a sample, using the methods of empirical analysis and made the.The forth part made the descriptive statistics for all samples and the regression analysis of the model. According to the theory assumes, we took the price of agricultural land rights as interpreted variables and the protection of property rights as explanatory variables.The fifth part includes proposals and deficiencies. Relevant policy suggestions according to the results have been put forwards and the deficiencies of this paper have been pointed out.The possible innovation of this paper lies in the innovation of research perspective. Market transactions are property rights transactions. Integrity or the degree of protecting the farmland property right will have significant impact on the land management right price. Incomplete property rights and lack of power will affect the price mechanism. Form the prospective of property rights, this paper discusses the influence of the farmland property rights on the farmland pricing. |
