Postal savings bank of China as a new kind of state-owned commercial banks,after the establishment, its business has been developing rapidly, scale of operationexpanded unceasingly, the number of internal institutions and staff is in constantgrowth at the same time. All services of the bank has begun to take shape, level ofmanagement is steadily increasing, it is actively shifting to a modern all-purposecommercial bank, from simply the pursuit of income scale operating model for thepursuit of key indicators such as per capita profit margins, in order to meet therequirements of regulators and shareholders, narrow the gap with the industry.Toomany organizations, staff make the profit space of bank narrow down, increase costpressure, the unreasonable structure restricts the development of enterprise, there is anew definition in national labor laws and regulations on labor workers in jobs andproportion of laborers available to the enterprise, the labor situation of postal savingsbank needs adjustment, human resource allocation needs to be optimized.Human resource management is the key to modern enterprise management,reform of human resources management in postal savings bank has importantpractical significance in the transitional period.In the context of actual bankdevelopment, only by optimizing the allocation, developing and utilizing humanresource, to effectively control costs and ensure sustainable development of theenterprise. And because of the postal savings bank’s own management system and theparticularity of the development history, related work is attempted to carry out, underthe complex internal and external environment, there are certain risks in the processof operation. How to identify the risk, find the roots of risk, and evaluate the degreeof impact on the risk efficiently, try to minimize the risk, that’s also a challenge forhuman resource management.This article targeted at the postal savings bank in the local branch, focused onthe risk management of human resource allocation optimization project of postalsavings bank branch in Chaoyang. First analyzed the organization and personnelsituation of Chaoyang branch, illustrated the problems, introduced the current humanresource configuration optimization work situation, then according to riskmanagement theory, based on common of risk recognition and assessment method,first attempted to select flow chart analysis method, and brainstorming methodcombines on risk for recognition, according to the project overall, generalized that11event risk and risk factors will appear in the process of the work, according to the riskcharacteristics for qualitative analysis,determined risk has diversity,specificperformance for project organization risk, legal risk, and quality risk. Detailedanalysis of the risk management according to the reality, pointed out that the rootcauses of risks is not enough scientific and perfect operation mode, need to optimizehuman resource allocation methods, choose the risk matrix method for quantitativerisk rating, cleared the main risk, finally based on the risk of different controlmeasures are put forward, to establish a better human resource configurationoptimization operation mode, in order to realize the risk control, effectively reducethe cost, promoting the healthy and sustainable development of the enterprise, studiedthe bank credit business line, the preliminary evaluation has been carried on the effectof risk control measures, the improved management and operation mode. |
