The level of comprehensive risk management represents a commercial bank’s overall management level, determine the height of its core competitiveness. China’s rapid development of city commercial Banks at the same time, a lot of risk has not been timely identification, handling, lack of basic awareness and the construction of a comprehensive risk management system in the city of firm is very lag. Businesses should be how to analyze their own source of risk in the city and the existing management system, how should set out to build a comprehensive risk management strategic blueprint, how should points module, routing for each link to regulate and control the risk? These questions remain unanswered.Bank as a case, this paper takes Chongqing city commercial bank’s comprehensive risk management system has carried on the thorough analysis. This paper found that Chongqing bank risk management system is not perfect enough at present, there are many problems. Although through the construction of risk management for many years, certain achievements have been made in the Chongqing bank overall risk management work, but from domestic advanced bank’s overall risk management level and a certain gap. In this article, through field investigation and information, dig the Chongqing bank current problems existing in the risk management system, loopholes and defects.1) The structure defects are shown as:personnel responsibilities configuration is not reasonable; risk management supervision mechanism; an effect; branches and branch level lack of risk management.2) The system vulnerability is shown as:lack of information communication system; lack of risk early warning system; to strengthen internal control system; evaluation system needs to be improved.3) Poor technology is shown as:credit risk technology gap; operation risk technology gap; market risk technology gap.4) The cultural gap.In this paper, the optimization of overall risk management system for Chongqing bank raise establish the principles of overall goals:1) clear management, reduce the useless;2) to foster "control risk" as the core of organizational culture;3) developing the various risk management methods;4) to ensure that the various administrative tasks for specific implementation. According to the actual circumstances of the bank of Chongqing, has been clear about the principles of the implementation of the comprehensive risk management system, pure refining, institutionalization, human nature and rationalization. Further, the Chongqing bank overall risk management system for strategic planning.1) The organizational planning. Specific include:universal coverage; operational integration; process control.2) The system planning. Specific include:credit risk management system; operational risk management system; the market risk management system; across the land system of risk management.3) The process planning. Specific include:unit in advance; things unit; after the unit; dynamic management unit.At the end of this article this paper promotes a specific arrangement of Chongqing bank overall risk management measures and detailed description and analysis. First of all, be prepared to risk management organization and policy, for optimizing corporate governance structure, the main management module, do the execution to carry out the full cover, perfecting evaluation system, strengthen internal supervision and auditing, etc. For credit risk, to do fine, differentiation, automation, make up the internal rating defects, emphatically do when dealing with existing risk, resolve potential risk based on the principle of "both hands". In view of the operational risk, should open operation risk of quantitative work as soon as possible, applied senior operational risk measurement tools, strengthen the development and application of operation risk management tools. For market risk, should vigorously develop the functions of the assets and liabilities management center, and to explore the liquidity risk management methods, set up trading accounts as soon as possible the wind control indicators and quota management mechanism. In view of the risk across regions, will continue to adhere to cross-regional business direction, refactoring market positioning, introducing the local investors, reconstruct the human resource and organization arrangement of different branches, increase investment in science and technology and innovation.
