Housing is not only the necessities of people’s life,but also the basic right everyoneshould enjoy. Since the reform and opening up, the process of urbanization andindustrialization accelerated in China, different people from the attachment of land, from theclosed country, from the unit and liberated city, a lot of people flocked to the town and the city.The short supply of urban land and housing, together with the reform of real estate in ourcountry from1998, housing welfare gradually transforms to marketization.At the same time,the economic recovery of the real estate brought soaring house prices, low-income groups hasgradually been marginalized by the commercial housing market.To them,high housing pricemakes housing has become an elusive but untouchable dreamIn order to help the lack of the ability to get rid of difficulties of buying houses,thegovernment promulgated several opinions of solving the housing difficulties fromlow-income families in cities by the state council, put forward perfecting the system oflow-rent housing and other security systems further more in2007.The aim is to realize thegoal of housing.And the12th five-year plan puts forward the task of36million units ofaffordable housing construction.Qingyang County in Anhui Province opened the prelude ofaffordable housing construction in2007and bulit2095secuity houses in the past6years.Weare pleased to see the middle and lower classes move to capacious and comfortablehouse,realize their dreams of living. Along with the affordable housing policies rolling outand the construction of affordable housing springing up, we also clearly find the problems ofsupply gap, unclear definition of crowd scope, unfair distribution, imperfect supervision andmanagement emerge endlessly.So, the security engineer is far from reaching a full stop.On the basis of the studying and drawing lessons from the successful experience of theurban housing construction from home and abroad, the author aim at Qingyang county inAnhui province and collect the per capita disposable income of urban residents,housingdemand,per capita consumption expenditure in the past10years. The author forecast thepopulation rate of housing safeguard the development of housing security level with theextended linear expenditure model (ELES) and income balance method to calculate the percapita housing basic consumption demand and the line of basic living.What’s more,thedevelopment of affordable housing in Qingyang County is planned combining with the loopholes and defects of the local housing construction from the view of construction funds,land supply, fair distribution and other aspects,trying to develop a broader thinking and morepersistent concentration for the government in the path of affordable housing construction.This paper consists of five chapters, the first chapter states the topic background andsignificance; The second chapter is the theory of the affordable housing, housing forecast andthe management of the affordable housing; on the basis of the theory of affordablehousing,the third chapter analyzes the housing status and finds its problem of QingyangCounty; The focus of the article is the fourth chapter, I plan the affordable housingconstruction from the view of construction goal,fund procurement,land supplement,fairallocation in the future, putting forward a reasonable idea of affordable housing constructionat the same time; The fifth chapter is conclusion and outlook.
