Chinese power market has been monopolized by the state capital. Until the beginning of this century, it has been gradually opened to the private capital. But because of the interest group within the industry are numerous, the majority of the private enterprises are only in the new energy industry as the breakthrough point. As a representative of the new energy power generation project, trees electric power project, clean, efficient and low pollution. This project is the "Kyoto Protocol" encourage to development. But lots of private enterprises invest in such projects still had many problems. Focus on the performance of the company’s decision-making management problems.In this paper, we point at a typical private power enterprises-N county trees electric power company’s construction and operation cases, analysis the company’s decision problems in the management process detailly. Use the literature review and other methods to give the N county trees electric power company’s management cases an objective description respectively. Use the PEST model, Potter’s five forces model, Jim Collins’s five level leadership model and Herbert Simon’s decision-making theory to analyse the N county trees electric power company’s decision-making environment, decision-making organization and decision-making process. According to the related theory and the N county trees electric power company’s actual situation, we give the decision-making suggestions and countermeasures for the enterprise how to investigation and reply the decision-making environment systematically and comprehensively, how to form the decision-making organization scientifically and effectively, and how to perform the decision-making process earnestly and exactly. Also give some decision-making tactics and suggestions according to the N county trees electric power company’s practical problems when it in decision-making management process from reality.In this paper, the author analyzed through field investigation and analysed the N county trees electric power company’s decision cases, adopt a variety of analysis methods and theory, to provided certain reference significance to the decision management of similar enterprises.
