In today’s social market economy has been perfected, enterprise external environment variety, the competition is fierce. At present, enterprises have already entered the stage of strategic victory, in the process of global economic integration is accelerating, the rapid development of network economy and knowledge economy, the development of science and technology, the new management pattern emerging circumstances, enterprises want to stable, sustainable and long-term development, we must formulate and implement the correct development strategy, to enhance the capacity of the enterprise competitive advantage and long-term development, is an important problem facing the survival and development of enterprises.Dr. Peng after standardized management strategy transformation important and continuous, formed by the Telecom Internet security, city, culture media three big business as the main body, including the national broadband access services, large data center operations. This paper studies the development strategy according to Dr. Peng was, through market facing the increasingly change on the company and the industry situation analysis, bottleneck encountered and its own development, combined with the present situation and the situation that face, put forward the development strategy of reasonable and effective science, on persistent, the company’s health, stability so the development gives advice, offer reference for the decision-making of the company.In this paper, analysis of Dr. Peng’s based on the external environment (including PEST analysis, competitive environment analysis) analysis and the internal environment, using SWOT analysis method for evaluation of enterprise internal and external environment of the elements of the strategy, the company’s internal strengths and weaknesses and external opportunities and threats, it is the foundation the company development strategy and target positioning. In order to make strategic landing, refinement of the strategic plan the development of the company to the implementation level; at the same time, puts forward seven the company’s development strategy, the implementation of security measures, namely: optimizing the organization structure, the optimization of human resources management, strengthen technological research, strengthen the financial, assets, procurement management, improve the information construction, strengthen the standardization of the internal control system, the audit work and to strengthen the construction of enterprise culture. From this perspective, in order to make Dr. Peng onto a higher development platform, further Surety Company cause a sustained, healthy and rapid development and play an important role in the realization of sustainable management.
