| Since reform and opening up, China’s eastern coastal region ushered in a rapideconomic development of the "golden age", industrialization and urbanization levelhas created many remarkable achievements. However, with the the development ofecomomic, the resource dried up and ecological destructed, the contradiction betweeneconomic growth and environmental pollution is more and more difficult to reconcile.How to alleviate the pressure of the environment at the same time, has been thesubject of the world’s attention. Green total factor productivity is considerd theenvironmental and resource constraints to measure an important indicator of economicsustainable development. It is the important basis to evaluate the coordinateddevelopment of economy and environment, and the eastern coastal region is the mostdensely populated areas in China, it’s also the center of economic development zone.The GTFP in the eastern coastal is not only a quantify of the development at presentsituation, but also can reflect the regional economic gap and the cause of formation ofgap. Therefore, this article focuses on the11provinces and cities in coastal China2000-2012, the development of GTFP level, convergence and its influencing factors.First,this article use DEA-Malmquist index to measure the GTFP in thecoastal area and its decomposition, and consider the constraints in a differentenvironment (including carbon dioxide (CO2), sulfur dioxide (SO2), chemical oxygendemand (COD) and comprehensive environmental indicators (PL)).and analys theGTFP level from the general trend, the regional level and provincial level comparative.Secondly, using four methods to test that whether China’s eastern coastal areas ofeconomic gap will evolve over time and narrow,and to show the tendency ofconvergence. This four methods are the sigma convergence, absolute convergence,conditional convergence and evolution of dynamic distribution Finally, using thespatial econometric model to study the factors that influence the GTFP in coastalregions, review the GTFP whether there is spatial correlation between regions, andwhether the spatial geography factors affect GTFP. The results are as follows:(1) Under the different environmental constraints, China’s coastal areas of GTFPlevels is risen, and the technological progress is the main reason. We can find that the central southern coastal areas, and the northern coastal areas has the highest GTFPlevel, which GTFP under SO2control level in the most significant. On the contrary,the north is low Among the provinces cities, Beijing, Shanghai, Zhejiang’s GTFPlevel is higher under the four kinds of environmental constraints. On the contrary, inthe three provinces,hebei, shandong, guangxi,the GTFP level is slightly lower.(2) The eastern coastal areas in China and three regions GTFP between2000and2012don’t has absolutely convergence trends, which means the regionaleconomic disparities will exist for a long time, but there have been a periodic absoluteconvergence trend during2000-2006. During2000-2012, the β are all negative in fourregions and it has been passed the test of significance. In the process of evolution ofdynamic analysis, the conclusion shows that with the evolution of the time, theincrease in economic multipolar differentiation in the coastal area and the gapbetween the regions also has a tendency to expand.(3) There is a significant positive correlation of the GTFP level between theeastern coastal regions,which will influence each other. In the identification ofinfluencing factors in the process of inspection, it shows that the coastal areas of spacegeographical factors, human capital factor, foreign capital level, energy consumptionintensity of marketization of government behavior has a significant positive influenceon GTFP, and secundiparity ratio GTFP has a negative effect, but not significantly,the government’s environmental management level has a significant negative on GTFP.On the basis of the above conclusions, this paper puts forward some relevant policyrecommendations, including the improvement of technical level, the coordinated controlof pollutants, regional cooperation, environmental regulation measures to adjust andso on, which isuseful for the development of China’s eastern coastal areas’ economy,as well as to the region’s ecological environment protection. |
