The Analysis Of Beijing Financial Allocation’s Quantitative Research And PO;ICY Based On Forestry Ecological Value

Currently, Beijing implemented the way of financial allocation which similar with the local governments, mainly based on the creation of the county’s GDP and taxes paid as a fundamental basis for measuring to make financial allocation. However, in the case of a clear division of four main functional areas and government’s work performance more attention to environmental benefits but no longer simply measuring by GDP, So traditional financial allocation has more limitations. Because of the ecological functions of positioning of ecological conservation area of the counties, the value of the main work area, namely the ecological value of forests is difficult to incorporate into existing financial allocation accounting, which seriously affected the enthusiasm of ecological conservation district government forestry work. By examining the European carbon trading market, on the basis of understand the value of carbon sequestration accounting, Beijing Municipal Committee proposed reform ideas of the financial allocation which based on the ecological value of the forest, but lacking the theory, quantitative models and data support. In this background,this paper aims to carding and analyzing the value of measured on forest ecosystems, distribution and other related financial theories,straighten out the overall framework of these reform ideas, established a practical and ecological value estimate model and make the quantitative analysis, ultimately,proposed a Financial allocation reform program which based on the forest ecology value completely.This article studies the carbon sink value measurement theory deeply, proposed a way of principal component replaced to estimate the ecological value of forests and make the empirical research. The ecological replaced value of ecosystem conservation areas in2011are:Pinggu district:70.8916million yuan. Huairou area:116.2552million yuan; Miyun area:158.0824million yuan; Yanqing area:131.6767million yuan; Mentougou district:91.0361million yuan. Through the analysis of traditional financial distribution model, the government can point out three financial allocation to address financial resources and allocation problems which based on the forest ecological value, so address the core problem of reform program.Through the above research, this paper presents a financial allocation scheme which based on ecological value completely. The government departments definite the program, and the program is expected to be piloted in the short term. Miyun County is recommended to select pilot areas, if the trial is successful, which can be extended to other districts of ecological conservation area and even other provinces, cities and districts.
