China Telecom’s fixed telecommunications network and market competition ch anged dramatically once again.3years after the reorganization period, Liaoning Telecom co ntinues to maintain high growth, and the business indicators has been improved significantl y.How to continue to rapidly increase its market position in the market environment of three pillars and remain the superiorty of largest integrated information service providers become s an urgent problem.In this paper, the background is the second restructuring adjustment of the telecommuni cations industry, as for the China telecom market competition of the adverse environmental and weaknesses, strategic management theory is used to identify business opportunities and threats through the analysis of Liaoning Telecom external macro environment, the commun ications industry environment and market demand; and Liaoning Telecom resource capacity within the company is conducted an assessment to identify business strengths and weaknes ses; and around the company’s strategic goals, Liaoning Telecom advanced3G communicati ons technology should be used to actively expand the market of marketing strategy with S WOT analysis method. EstablishThen, the telecommunication market in Liaoning Province is subdivided, and the most c oncentrated population of high cost of telephone is the telecommunications market. Then, th e use of the marketing mix has been discussed in detail.
