Dongling Unicom Branch is the dominate telecommunication operating agency in the Dongling District of Shenyang. Since2005, the branch has already gained a lot of benefits under the current staff performance related pay management system. But as corporate restructuring, the scope of business and management processes are changed within the branch, resulting in the existing staff performance related pay management system was betrayed to the reality gradually, will not be able to meet the needs of the enterprise development. According to that, the article will design a plan for the staff performance related pay for Dongling Unicom Branch and implement the new scheme of safeguards.This article mainly is divided into seven parts. The first part is the introduction part which mainly expounds the backgrounds and meaning of the article and the main methods and approach for the research etc. The second part gives a brief introduction of the Dong ling Unicom Branch of Shenyang, including the development history, organization structure, main business scope, communications network coverage information, analysis on the human resources and the enterprises culture, business services situation of Doling Unicom Branch, the purpose is to let readers understand this research object. The third part is about the overview of staff performance related pay, containing the intensions of pay and staff performance related pay, the main elements which influence the standards of staff performance related pay, effects and advantage and negative functions of that system etc, this is the theory basis in this paper. the fourth part is a relative deep analysis about the current situation of staff performance related pay, discussed emphatically the current management situation and its evaluation of Dong ling Unicom Branch, the analysis of the cause of the problems happened in current staff performance related pay management system,it is the practical basic of this design.the fifth part is about the design of staff performance related pay management plan for Dongling Unicom Branch, it is the key in my paper, including the ideology and goals of that plan, the rules and process of that plan and staffs who work in the Branch and the contents of each department and general managers, marketing personnel, line service personnel and measuring of staff performance related pay system. the sixth part makes to ensure the smooth implementation of the new scheme of safeguards of Dong ling Unicom Branch, including establishing special enterprise culture, setting up and then improving scientific staff performance related pay system and having effective management and communication, gaining support as much as possible, dynamic management of implementation, according to the strategic target of new business design scheme adjust gradually and building a reasonable project to implement staff performance related pay system.The seventh part is the conclusion part.
