On this basis, by drawing on advanced experience in socialinsurance management services, try to put forward to improve the social insurancemanagement services feasible measures to promote the scientific development of socialinsurance has certain theoretical significance and practical value.First, this paper uses the literature research, the concept of social insuranceagencies, responsibilities, content management services, such as capacity building foranalysis, summing up the research situation at home and abroad on social insurance forcapacity building, research-oriented conduct laid a theoretical foundation.Secondly, through the comparative analysis, capacity building of the status quo ofChina’s social insurance agency conducted a general overview of the development process, including social insurance undertakings; has made achievements; set thecurrent social insurance agency, the number of service the basic case-load. On this basis,according to the analysis, the development of China’s social insurance agencies thatexist in the current issue: social insurance management system is imperfect, reforms lag;fund managers can not be effectively guaranteed, investment system that is not;personnel system reform behind, load increased workload; grassroots social insuranceagency platform construction is weak; lack of unified planning of informationtechnology, services, and other standardization system has not been established. Theseproblems seriously restricting the increase of China’s social insurance agencycapabilities.Again, through the depth of research and field visits, the development process ofsocial insurance Longyou County, Zhejiang Province, and the results achieved in thesocial insurance work introduced in detail. To improvethe handling of social security management system, establish a more convenient andefficient service system, we must establish a sound scientific operational mechanismand management agencies, strengthen personnel management and education andtraining, increasing the hardware infrastructure investment in grassroots organizations.The innovation of this paper is mainly reflected in the following points:(1)Compared with the current domestic-related literature, in the specific case focuses on the micro-level analysis capabilities using grassroots agencies circumstances;(2) the useof literature research and field visits and questionnaire method of combining, betteraccess to detailed data and information;(3) the use of comparative research methods,through the comparison of different departments in different regions agencies andcompare the same construction area, made more practical advice and specific measures.
