Underthe condition of the international financial crisis led to the continuedspread of the world economy into recession, technological progress andtechnological innovation become the lasting power of economic recoveryand future development. In recent years, in order to enhance thecomprehensive national strength and realize the sustainable development,countries continuously increase investment of science and technology,meanwhile, China also attaches great importance to the investment ofscience and technology. China eighteenth National Congress of theCommunist Party emphasized the innovation-driven developmentstrategy and determined the technological innovation will be the core ofoverall national development. From2002to2009, economic growth ofthe Inner Mongolia Autonomous Region maintains the first for8consecutive years in the country. These figures illustrate the fact that theInner Mongolian economic and social development made great achievements. But the basic situation of Inner Mongolia isunder-developed area, which has not fundamentally changed, At the sametime, the lack of development is still the main contradiction in InnerMongolia. In the development of Inner Mongolia mainly rely on resourceadvantage, the technical content is not high. Therefore, realizing thetransformation from factor driven or investment driven to innovationdriven, and realizing the transformation of technological innovationability promoted development mode is a new power to the sustainabledevelopment of Inner Mongolia economy.Although the financial investment in science and technology of theInner Mongolia Autonomous Region has increased year by year, whichare still in a low level. Therefore, to realize the successful economictransformation, on the one hand, governments at all levels shouldcontinue to increase investment in science and technology, enhance thetechnology content of economic development, be ensure the sustainableeconomic and social development; on the other hand, to strengthen thescience and technology input performance and the investment should beaccordance with the performance, so that the limited funds play a higherefficiency and improve the efficiency of financial funds.This article analysis the Inner Mongolian public financial investmentin science and technology and summarizes existing problems andchallenges in Inner Mongolia science and technology development. Using the method of data envelopment analysis as the foundation, constructingperformance evaluation model of public financial investment on scienceand technology in every city, and analyze the technology efficiency, scaleefficiency analysis, the overall efficiency of input and output of scienceand technology of them, then achieve the conclusion that the overallscale of Inner Monglia financial investment in science and technology issmall, and the allocation of science and technology resources is notreasonable. In the paper, use the qualitative analysis method andquantitative analysis method on Inner Mongolia Autonomous Regionfinancial investment in science and technology. The conclusions haveboth common aspects and conflicting aspects. But whether it is consistentor contradictory aspects, will draw practical conclusions as long asconsider the actual base of the Inner Mongolia Autonomous Region,meanwhile, the contradictory aspects exactly are the key factors toimprove the public financial investment in science and technology.Analyzing the result of DEA, this article puts forward some suggestionsto improve the allocation and efficiency of public funds. When weconsider optimize the allocation of public financial investment in scienceand technology, construct the sustainable development of technologysupport system, the suggestions will be useful.Based on the financial perspective, this article proposed thefollowing conclusions: the first, we should increase the public investment in science and technology, optimize the allocation of funds for scienceand technology; second, we should strength management of the scienceand technology funds to improve efficiency; third, we should improve theincentive mechanism of science and technology innovation, realize therational distribution of scientific and technological talents. |
