Bird flu，which is a highly infectious disease of poultry caused by the bird flu virus.Because of its complex clinical symptom, high mortality, multiple pathogens subtypes andlikely to occur antigenic drift and conversion, making prevention more difficult, causingserious economic losses accordingly and influence the development of aquaculture.The development of aquaculture has entered a rapid development period oftransformation and upgrading. Scale, intensive and the development of standardization hasbecome an inevitable trend of the development of aquaculture.scale is conducive to industrialdevelopment, to ensure the supply of market, the supervision of food safety and protection ofthe environment and ecology. Aquaculture industry is closely related to the population andsocial consumption levels, the domestic aquaculture industry development path, that is amicrocosm of New China ’s social and economic development process. Before the reformand open, the domestic level of productivity is more low, social commodity resources arescarce, people’s consumption capacity is weak, which can only reach subsistence level，therefore the production and consumption of aquaculture products are small, individualaquaculture is common. After the reform and open，China’s economy has begun to recover,the market has become increasingly active，enterprises have developed rapidly, the shortageof material has eased, which laid a solid foundation for the overall economic development,the market has greatly increased to the demand of poultry category, the rise of large-scalefarming meets the demand of the market consumers to a large extent. In China, large-scalefarming households is an important part of aquaculture scale farming, which plays a pivotalrole to the development of aquaculture.This paper studies that in the context of frequent bird flu, how to ensure scale farmingquality and safety, how to let quality and safety play a role in promoting the development ofscale farming households in large-scale farming households. Present a more completelong-term mechanism for the quality and safety of scale farming.
