With the continuous development of China’s economy and the implementation of thewestern development strategy, Urumqi as the capital of Xinjiang, the economy achieved rapid,sustained, steady development. The continuous implementation of the policy, people’s lifehad been greatly improved with rapid growth of income. However the incomedistribution problem, the income gap between residents was expanding. The low-incomegroups might cause considerable social frictions and social impacts. The income gap betweenUrumqi residents was expanding, the widening of wealth gap between low-income groupsand high-income groups constrained economic growth and would affect social harmony andstability. In recent years, the rapid growth of the consumer price index (CPI) broughtinfluence to peoples’ daily life of different income levels which directly affected livingstandard and quality of families in rural and urban, especially low-income groups in the city.Focusing on peoples’ life of low-income groups, strengthening the living conditions researchof Urumqi low-income families under the Price Increasing was an important task for thereform, development and stability in current Urumqi. This paper would research for theincome, expenditure and consumption as well as structural changes in the relationshipbetween inflation of Low-income residents in Urumqi. In addition, with the newly publishedlivelihood policies in Urumqi, how to reduce the price increasing on the living standards oflow-income residents, protect and improve people’s livelihood would be discussed in thisreport. Hoping this research essay would provide reference on research how to implementlivelihood policies to achieve economic and social development and people’s overall health inUrumqi.
