As a kind of advanced performance evaluation tool, the balanced scorecard has beengradually accepted by many domestic enterprises. At present, performance evaluation systemin the oil enterprise has many defects and deficiencies. In order to solve problems existing inthe performance evaluation of oil companies, this paper set up a new performance evaluationsystem based on the balanced scorecard theory, which will be applied to enterpriseperformance evaluation practice so as to try to solve the problem of "how to effectively use".The article first introduces the background of related theory, and then the necessity andfeasibility of the performance evaluation system based on balanced scorecard will be analyzedcombined with the enterprise internal environment. Second, strategic planning objectives andkey performance driving factors of the company are figured out, based on which performanceevaluation index system of oil production business will be made, including key indicators ofthe balanced scorecard and the selection of the weighting method. This article is based on theanalytic hierarchy process (AHP) to determine index weight, and comprehensive evaluationmethod to determine the final composite index. Then, the above performance evaluationmethods are applied respectively to X, Y, Z production areas to get the results ofcomprehensive evaluation, and then we point out suggestions for improvement comparingwith the traditional performance evaluation method. Finally the conclusion is: the performanceevaluation system based on balanced scorecard possesses objectivity and rationality, whichcan effectively improve the deficiency in the traditional performance evaluation method.In this paper, the research proves that introduce the balanced scorecard to oil productionof business performance evaluation system of CS company is feasible, and it is meaningful. Inthe concrete implementation process, the comparison and analysis of the advantages anddisadvantages on the assignments section management is carried out, and the developingdirection in the future is indicated, which will eventually transform the factors that hinder thedevelopment into the power to promote the development. At last, the performance evaluationcontributes to improve business performance, and so as to improve the level of operation andmanagement of the company as a whole.
