Performance evaluation of R&Dproject on oilfield means a comprehensive evaluationwith the relevant standards and procedures, including factors like project organization andmanagement, technical achievements, economic, social and environmental benefits, financialsystem. According to the weakness reflected by the evaluation, suggestions have beenapproved. This paper adopted Fuzzy-AHP method to evaluate performance of R&D project onoilfield.Based on ZY project, problems would be found and improved.This dissertation contracted and analyzed domestic documents and internationaldocuments about evaluation of R&D project, and elaborated the necessity of evaluation ofR&D project on oilfield. Then discussed the fuzzy hierarchy of comprehensive evaluationmethod, analyzed affect factors of the performance of R&D project on oilfield, at lastproposed a new index system about Performance evaluation of R&D project on oilfieldaccording the suggestions gave by the expert in the institute. This system included7primaryindexes,16secondary indexes. This paper analyzed the system weight of the index and weightnormalization treatment method. Then, using the fuzzy comprehensive evaluation method ofhierarchy evaluated the performance of ZY project.Results showed that the overallperformance of ZY project was good. Among the factors, the performance of organization andmanagement and financial system was excellent; the performance of technical achievements,project funds was good; the performance of the benefits of environment, economic and societywas just average. Questions existing in ZY project management were found through empiricalanalysis process and suggestions and countermeasures were put forward to improve themanagement of R&D project on oilfield.
