| This paper researches the development mode of oil and gas resources industrial cluster inShaanxi, basing on the industrial cluster theory. At the beginning it clarifies the researchbackground, purpose and meaning, as well as the definition and characteristics of objects,discusses about national and foreign research status of industrial cluster, and review the statusbriefly, then explains the research contents, method, path, difficulties and the possibleinnovations. In the next place this paper expatiates on the correlation theory, introduces themeaning of the oil and gas industrial cluster, related concepts, as well as the oil and gasindustrial cluster characteristics and structure. By discussing the development situation of oiland gas industrial cluster in Shaanxi, the development mode is analyzed in detail, and thepaper makes use of the Location Quotient, Economic Contribution Degree,Reserve-production Ratio, Market Share, four indicators, to evaluate the current modeldevelopment status of oil and gas resources industrial cluster in Shaanxi, analyzes theshortcomings and the reasons of the development mode of oil and gas industry cluster inShaanxi basing on industrial structure, competitiveness, the contribution ability of economyand sustainable development. Then the paper puts forward the development model ofgovernment markets dual boot clusters, with the condition of oil and gas resources industrialcluster in Shaanxi, rebuilds cluster development model, puts forward ideas and modelframework. Finally, basing on government, industry and business perspective for acceleratingthe development of oil and gas resources in Shaanxi government markets dual boot cluster, thepaper gives several suggestions, provides a theoretical basis to policy-related departments.
