Study On Quality Safety Of Agricultural Products In Chinese Circulation Field

Food safety problem is becoming more and more attentional on a globle scale, and the whole process management concept of the "from farm to table" is respected by all countries in the world. The production and circulation of agricultural products is the origination of food chain, therefore, the quality safety of agricultural products is crucial to quality safety of food. The problem of quality safety of agricultural products was considered as a problem in the field of biology and the health and quarantine, and most scholars tend to use the food science and technology to ensure the quality safety of agricultural products in China. However in fact, the problem of quality safety of agricultural products is also a problem in the field of economics and management.This paper on thorough carding the related research results at home and abroad on the basis of the information asymmetry theory, the externality theory, moral hazard theory and government regulation theory as the instruction, using logical deductive and inductive summary, the combination of theoretical analysis and comparative analysis, the combination of normative analysis and empirical analysis, research methods, such as the combination of circulation field in our country are analyzed from the actual situation of agricultural products, and sums up the problems existing in the circulation field in our country agricultural product quality safety. From circulation of information asymmetry, circulation environment restriction factor two aspects, objectively summarized the causes of circulation field in our country agricultural product quality safety problems. Based on the analysis of the causes of the process, using the game theory analysis method, analyzes the circulation of agricultural products circulation in the process of the main body of moral risk behavior.This paper analyzes every circulation body of the milk market through the game theory and draw the conclusion:in the existing economic and institutional environment, the information asymmetry between the circulation body in the process of agricultural products circulation of China, and the distortion of income distribution mechanism trigger the occurrence of moral hazard behavior and the adverse selection of market, and make the agricultural products market to be "lemon market" which is low-quality and low-cost, ultimately affect the quality safety of agricultural products.With the reference of the experience of the United States and Japan, this paper suggest that the government should establish an unified, efficient security supervision system, perfect the legal system of quality safety of agricultural product, strengthen the education of food safety, construct the information system of quality safety of agricultural product, build a strict system of safety inspection of and the market access for agricultural products, establish a credit system of the quality safety of agricultural products, ultimately build a risk prevention mechanism of the quality safety of agricultural product in circulation, and improve the quality safety of agricultural products of China fundamentally.
