Study On Policy Approaches In Australian Agriculture And Its Implication

Agriculture industries have always received the attention of various countries for its basic and strategic position in the national economy and the people’s livelihood. It is essential to utilize the rational agricultural policy to advance agriculture in the21st century. The Australian Government implements agricultural policies and procedures and supports agriculture industries to achieve greater efficiency and results. The Chinese Agriculture industries are able to learn from the Australian Agriculture industries policies and procedures and may wish to adopt the Australian agriculture techniques to benefit the Chinese agriculture industry and its people.This thesis mainly analyzes similarities and differences in agricultural development policy between Australia and China by the method of comparative analysis and learns from the Australian Agricultural support policies and procedures which may wish to benefit the Chinese agriculture industry and its people, according to the research ideas of "come up with questions-research the problems--solve the problem". This thesis firstly defines the concepts of agriculture, agricultural policy, sustainable agriculture policies, basic theory of agricultural industry, agriculture weak theory and externality theory, based on the analysis of the research background of agricultural promotion policy, the research status at home and abroad, research methods and basic ideas. Secondly, it briefly examines the conditions and key features of Australian agriculture and its challenges. Thirdly, this thesis focuses on the analysis of the main policy approaches in Australian agriculture, including risk management and adjustment policies, sustainable resource management policies, research and development, innovation and training policies, drought policies, development of water market policies and the Agriculture-Advancing Australia (AAA) package. It examines the synopsis of the development and existing problems of agricultural policies in China based on this, and introduces agricultural support policies in China, including the main stages, situation and existing problems. This thesis finally provides recommendations to Chinese agriculture industry and we should reform agricultural policies, establish effective risk management policies, adhere to the agricultural sustainable development strategies, increase the investment in research and development, innovation and training, set up products quality and safety system, establish a sound agricultural information network, promote the scale and intensity of agricultural production, and pay full attention to quality education of farmers.
