| As the expanding of human resources outsourcing market, it has become a hotpot forevery industry. By summarizing the trade process of domestic enterprise outsourcing, wecan find that most companies just blindly outsource their business and lack of deeperunderstanding of human resource outsourcing and lack of attention to the quality ofoutsourcing deals. The focus of this research is about how to ensure the quality ofenterprise human resources outsourcing transactions by controlling transaction costs underthe guidance of the theory of transaction cost.In the context of current domestic human resource outsourcing markets, this articlefirstly review the achievements of human resource outsourcing research home and abroad.This article explains the theoretical basis of the study, and starting with the relationshipbetween transaction cost and the quality of human resource outsourcing, providing a keypoints for this study. Under the guidance of the theory of transaction cost, the operationprocess of human resource outsourcing is designed and it is divided into "before" and"after" which bounded by outsourcing contracts. We find a break-through in HRoutsourcing quality assurance based on the analysis of transaction cost. From theperspective of transaction cost control, we assurance the quality outsourcing decision in"before" stage and the contract quality in "after, ultimately achieving a total qualityassurance for human resources outsourcing transactions.From the operation process, prior stages are outsourcing decision stage. The transactioncosts in this phase is around the decision to produce, therefore, we clarified the certainty ofcost in implementation of human resources outsourcing by using cost-benefit analysis.Wecan control the Probability of uncertain costs which is caused by some failed decision andrisks by fuzzy evaluation and outsourcing decision based on AHP. Therefore, setting up thehuman resource outsourcing assurance model which based on cost control. The transactioncosts in after phase are closely linked to human resource outsourcing contract. This paperProposed transaction cost control strategies from the contract perspective, and proposed akey parameter optimization model of contract through the analysis of relational contract and Fundamentally achieved control of the transaction costs and at the same time achievethe objective of quality assurance studies.Finally,the findings of this article is verified by the example of Shanghai branch of Lconstruction company. the branch choose a payroll outsourcing and some quality problemsis found through the analysis of its outsourcing decision. Its decision process is optimizedby the prior-assurance model.
