For a long time, the region around Beijing and Tianjin caused the poverty status of the areas due to the"resources adsorption","zoning barriers" and "policy limits". A large scale continuous conduction of“return farmland to forest (grass) project” in the upwind and upriver direction of the region is bound tocause many changes in land use, social-economic development and ecological environment, so thelivelihood issues in the areas has been received great attention. This study takes returning farmland toforests achievements consolidation phase of the poverty area around Beijing and Tianjin as timebackground, investigating their farmers’ livelihoods and land use situation to obtain first-hand data,selecting Laishui County as typical county surrounding Beijing and Tianjin areas to take research of thecoupling relationship between abandoned farmers’ livelihoods and land uses.Main conclusions are as follows:Analysis of land use transition and livelihoods transformation of farmers who abandoned farmland. Theresults show that: land use types change in the area where abandoned farmland after the implementationof the project, arable land reduce while woodland increase, the agricultural internal structure of farmers’livelihoods tend to diversify on agriculture, forestry, animal husbandry and fishery, rural labor force tothe secondary and tertiary industries, the type of policy of farmers’ livelihoods mainly based onagriculture and household, and revenue increase.Evaluation of sustainable land use and farmers’livelihoods. This study make Itemized evaluation and comprehensive evaluation on Livelihoodsustainability through five aspects, namely, land productivity, production stability, resource protection,economic viability and social acceptability, the results showed that the degree of sustainable land use inthis area lies in the primary level, needs to be improved. The evaluation on livelihood sustainabilityselects five aspects from human capital, natural capital, physical capital, financial capital and socialcapital; the result showed that the livelihoods of farmers in the region rely on the human and naturalresources and the level of sustainable livelihood is low.Research on coupling relationship between land use and farmers’ livelihoods. this article carried acoupling function model based on entropy method to make a comprehensive evaluation on the degree ofcoupling of land use and farmers’ livelihood before and after ecological restoration in Laishui county.The results show that the degree of coupling of land use and farmers’ livelihoods in2001-2010afterecological restoration project implementation in2002changed from26.14oto-40.92o, in the middle ofecological restoration project (2004-2007), the coupling degree returned to34.26o, in the late ofecological restoration project (2008-2010), it had dropped to0obelow, Changes in volatility, thecoupling degree had experienced four process, they are coordinated development, low level symbiotic,back to coordinated development and low level symbiotic, that means the implementation of the projecthad a significant impact on degree of coupling of land use and farmers’ livelihood in Laishui county. Only by consolidating the results of ecological restoration project,can the land use and livelihoods offarmers be developed coordinately.
