Agriculture is a weak sector which has to face the risk coming from market and natural. Agricultural production highly depends on the natural conditions and usually has a long period. Besides these, the instability of the environment and its reaction delay to the market make it very hard for agriculture to overcome all the difficulties by itself. All these indicate that the financial expenditure of the government will play a particularly important role in agriculture development. Many investigates have proven the point of view that the government spending do has a positive effect on agriculture. With the modernization process of China’s agriculture, the agriculture development depends more and more heavily on electricity. Therefore the energy is yet another important factor affecting agricultural development.Based on the above observations, this dissertation selected the agricultural spending of Fujian’s government and the electricity consumption of the agriculture of Fujian as explanatory variables, the income per agricultural population as the dependent variable to investigate the causalities. The final panel data sample contains67counties or cities and the time interval is2004to2010. By using unit root test, panel co-integration test, panel Granger causality test and the final spatial auto-regression model, it is concluded that:1. There exists a co-integration relationship between the income per agricultural population and agricultural electricity consumption, and they are mutual Granger cause.2. There exist spatial correlations among income per agricultural population in different places.3. The model that employs the agricultural electricity consumption and government agricultural spending to explain the agricultural population income is reliable and robust.
