With the rapid development of China’s city development, public infrastructureconstruction has entered a rapid development period.“Eleven five-Year Plan”period, China’surban infrastructure invested22.1billion yuan, increased by21.8%per year,“TwelfthFive-Year Plan” period, it is expected to invested3%accounted for the proportion of GDP.However, the rapid development of public facilities at the same time, more and more problemsemerged, especially the construction of repeated construction, decentralized management,waste of resources, increased costs, poor operation affects the daily lives,causing the pollutionof the environment, social benefits and economic benefits of poor condition.In order to try to solve the problems, achieving the quality and speed of coordinationdevelopment, I put the introduction of “intensive” idea into the construction and operation, Iconstruct a intensive system from planning, construction, operation and management ofinvestment of three stages of intensive development path, to achieve economic benefits,social benefits, resources, services and other comprehensive development of the target. Atlast,this article analyze the case of Guangzhou University City.This article is written based on intensive theory, market theory, public product theory,practiced based on the domestic and foreign public facilities and other public projects,including planning, investment and financing mode, management mode and so on, the topic ofthis article is one of the specific measures to implement the intensive development of thesociety, it has a positive to explore the significance of the overall development of the city.
