Study On The Rationality, Problems And Suggestions Of The Formation Of Specialized Farmers Cooperatives Which Rural Elite In Taizhou,Zhejiang

At present, the development of specialized farmers cooperatives has become the important carrier ofincreasing agricultural production, more farmer income and agricultural modernization. Probe into thedilemma of forming specialized farmers cooperatives in china, by analysis, reach a conclusion that the lackof per farmer resources, the disappearance of property rights protection and little trust between farmers isthe root of the dilemma. Because the rural elite in the village have more resources, stronger economicmanagement ability and higher credibility than the ordinary villagers, by comparing them, obtain a resultthat it is more reasonable that the rural elite lead the formation of specialized farmers cooperatives. Byanalysis, there are three major contradictions that include elite administration and democratic management,rural elite administration and the cooperative mechanism “sharing benefit, sharing risk”, the quality andability of elite and the require of cooperatives development. So we present the suggestions for sounddevelopment: about the rural elite, it is necessary to promote the elite regeneration and recirculation,improve the leadership of the rural elite in cooperatives developing, strengthen coordination andcooperation between the rural elite; about specialized farmers cooperatives, it is necessary to straighten outthe government and the cooperatives, improve constantly the internal and external system construction ofcooperatives, develop quickly the normative cooperatives.
