Study On The Regional Self-development Capability Of Counties Under The Jurisdiction Of Yi Li

The development of Ethnic minority areas is the emphasis and difficulty during construction ofpoverty alleviation. From past practice of the construction of the poverty alleviation, although invested a lotof manpower, material and financial resources but it is still difficult to solve the problem of regionalpoverty fundamentally. Some parts of region even produced serious defpendence to external support. Thisphenomenon has caused the great attention of the academic circle, and scholars generally accepted that themain reason is lack of self-development capacity. Counties directly under the yili is important ethnicminority in xinjiang region (hereinafter referred to as "yili ZhouZhishu area), where there is more than60%of the minority population, widely distributed in Uygur, Han, Kazak, Hui, Mongolian and xibe47ethnicgroups, and there are two state-level poverty-stricken counties in this area,so the development task is verydifficult. To improve the region self-development ability, has important significance for promotingsustainable development in minority area of xinjiang.This article intends to construct regional self-development ability evaluation index system from thethree dimensions of economy, society and environment, by combing self-development ability theory, andthen through the data processing and analysis estimates action of all the elements in the developmentprocess, to analyse the reason of lack of self-development capacity. Finally, based on this analysis, theascension and specific measures to improve the ability of self development in the region can be advanced.This article is divided into five parts:The first part mainly introduces related definition and theoreticalbasis. The second part mainly introduces the analysis method and the evaluation index to build ofregional self development ability. The third part mainly introduces the empirical analysis ofYiLiZhouZhishu regional. The fourth part analyse the factor to restricte area self-development ability. Thefifth part mainly introduces how to improve self development ability of YiLiZhouzhishu region based onthe above analysisThis article can draw the following conclusionsIn. Firstly, the main factors to promote thedevelopment of the region is still a capital investment, and the poor internal technical innovation andtechnical progress is relatively slow, which can’t change the way of effective promote regional development.In addition, the lag of economic structure has seriously restricted the regional sustainable development, andpromoting the optimization and upgrading of industrial structure is imminent. Secondly, there is a greatdeal of development of the various social undertakings, but it faces the great pressure from the lag ofeconomic structure,which has taken up so much resources in the economic growth that it limit the socialundertakings development,such as health care and social welfare projects. Thirdly, environment overall isin the improving trend. Environment protection is good, but looking from details, the backward industrialstructure brought enormous pressure to environmental protection. It reflects the contradiction between thebackward mode of production and environmental protection. Analysis results manifest three big contradiction of region in the development process, between the traditional development concept and newdevelopment concept, the development of social construction and the economic growth, the economicgrowth and environmental protection. The resolution of these contradictions is important process ofascension of the self-development ability.
