The public project governance theory has developed lasting more than10years, itseffection of improving project management performance is obvious, it has been verified inempirical research in theoretical research, and been tested project management practices athome and abroad. The public project governance theory takes the special complexrelationship between the agency and the complex organizational network trading system ofthe public project as carrier,through choicing given governance structure and governancemechanisms(means), forming a kind of institutional arrangement of right, responsibility, andbelifition. Matching the governance structure and governance mechanism, to provide a goodenvironment for project management, and ensuring main parts follow the good transactionorde in public project network organization. Using incentives and supervision in the publicproject governance framework to make the public project transactions to be in smooth water,lower transaction costs, and ultimately improve the performance of project management.However, under the premise that public project governance is able to improve theperformance of project management, governance performance of the public project is still afuzzy concept, expressed as it is confused between project performance and projectmanagement project management goal,and lack of system measurement scale, lead tomanagement decision-makers can not accurately kown about the public project governancestatus, the public project governance can not be adjusted and improved, thus affecting theperformance of project management.In view of this, this thesis studied the development of public project governance,summarized the existing research results, further confirmed the meaning of the public projectgovernance,rethinked mainstream governance theory,s logic(the theory of corporategovernance and public governance theory), defined the connotation of public projectgovernance performance, and applicated grounded theory to construct the public projectgovernance performance preliminary measurement model, taked the sample data (441validquestionnaires) in factor analysis, gained measurement sale of public project governanceperformance table. The mainly research conclusions as follows:Firstly,Defined the measurement scope of public project governance performance.Fromthe definition of the mainstream governance performance connotation,deductived publicproject governance performance including two dimensions that areprocess “performance” and“result performance”, followed this logic, and combined with the special nature of publicprojects, the measurement scope of public project governance performance contains: the stateof the implementation of the public project governance structure arrangement and publicproject governance mechanisms, and the state of the public project governance objectivesachieveed or not. The measurement system needs to consider the process and results of publicproject governancee. Second,constructed the measurement model of public project governance performance.A preliminary measurement system of public project governance performanc is constructedunder the guidance of grounded theory, and on this basis,survyed220public projects withquestionnaire,through fators analysis, it shown:the public project governance performancecan be measurement by project ownership allocation, risk-sharing mechanism, riskcompensation,implementation status,selection mechanism, project management performanceaccountability mechanism,cooperation mechanism,commitment mechanism,communicationmechanism, implementation of state power arrangement, right arrangement rationality, theproject management environment, project transaction order, motivated behavior and attitude,etc. dimensions and44explicit indicators.This study is a sub-topic of research funded by the National Natural Science FoundationProject and hosted by Professor Yan Ling“public project governance performance metrics:Based on the perspective of contractual governance and relational governance”(71272017),The result provides a theoretical foundation for the exponential development of public projectgovernance, as well as for the improving feedback mechanisms and warning mechanism ofgovernance in the complex public project.
