Being an important material of human survival, land resource plays a significantand indispensible role in economic development. Also land is a critical resource forthe strategically global development of the country. In recent years, China hasexperienced a period of rapid growth. As a result, the phenomenon that resource andenvironment affected the economic development gradually appeared. Moreover, thehumans are facing greater environmental and social pressure due to lack of landresource. High-tech Development Zone as part of social development, assume a vitalrole not only in the industrial development of the region but also in the socialeconomic development. The shortage of land resource in High-Tech developmentzone is now becoming a key factor restricting the progress of High-Tech developmentzone.So this paper, which focuses on the land use of High-Tech development Zoneunder circumstance of the land shortage, specially take Wuxi New District(WND) asan example, studies the current situation and characteristics of land use and landmanagement, and uses the theoretical knowledge about land use and landmanagement to analyze the problems occurred. The ultimate goal is to exploreeffective countermeasures and suggestions to strengthen land use management ofHigh-Tech development zone, and to improve the efficiency of land use to optimize allocation of land resource.Based on the literature review, empirical analysis and other research methods, thearticle is divided into six chapters:Introduction. This chapter introduces the background and significance of theproject, reviews the current research status of land use, land planning and landmanagement system. Also it describes the contents, ideas and methods of the study.The first chapter is an overview of related concepts and basic theory. It beginswith the basic concepts of High-Tech development zone; land use and managementare described and defined. It focuses on the theoretical basis of the study, includingland compensation theory, Marxist theory and land rent theory, location theory,ecological economics theory, and land use ethical theory, the theory of sustainabledevelopment, systems theory and cybernetics, which provides a theoretical basis forsubsequent research.The second chapter focuses on the land use and management status of WND,Including development situation and regional land-use management. It analyzes thechanges in land-use structure of WND, the bidding-auction status, the landmanagement performance and stock land. Also this chapter summarizes thecharacteristics of regional land-use management.The third chapter summarizes the problems of WND in the way of land use andmanagement. Regional land supply cannot meet the demand. Controls of land use andland planning need to be improved and strengthened. Too many inefficient-use landand idle land appears and it is difficult to make full use of the land reserves. Thischapter also further analyzes the causes of the problems listed above, such asexcessive attention on investment promotion as the government performance,planning without the combination of short-term and long-term development, blindpursuit of development and building construction and lack of the follow-upsupervision of the land resource department.The forth chapter selects Shanghai Pudong New District and Singapore IndustrialPark as the advanced learning objects and puts forward the revelations on WND landuse management. Recommendations and suggestions are raised to solve the problems, including establish strategic management system to make full use of land resource,strengthen the promote skills and management skills, formulate the land use planningproperly, clear the inefficient and idle land resource.The fifth chapter is the conclusion of the article. It provides the advices andpoints out the shortcoming of the article.All in all, this article has a practical significance to guide land use anddevelopment of China’s High-Tech development zones in the next stage. |
