Research On Counterpart Support Policy

Counterpart support policy applies to regional unbalanced development or special disaster occurs,which is the policy of the central government designated local government areas of economic aid recipient, in accordance with terms of the form of education, technology, health care, infrastructure and so on, and achieve the goals to improve the ability of recipients to self-development and regional coordinated development. Counterpart support policy is a horizontal fiscal transfer system with Chinese characteristics, which has made some achievements in addressing regional imbalances and promote the development of political and social development of ethnic areas. For a long-term, counterpart support policies need corresponding measures introduced by the Government to promote the economic development of the recipient fundamentally.In this paper, public policy theory is the main study line, the used of unbalanced growth theory, intergovernmental relations theoryand political mobilization theory to define the basis for counterpart support policy. After the completion of the actual research carried out performance evaluation of public policy, and based on the public policy systems theory, analyzing policy problems in the implementation process from the policy subject, object, environmental. The main causes of problems in the implementation of the policy, including the plight of intergovernmental relations, the object of a lack of self-development policies and the legal system is not perfect, etc. In order to ensure long-term mechanism counterpart support policies and recipients to leapfrog development, put forward the corresponding policy.
