Ecological Exploitation And Integration Mode Of Rural Tourism Resources

The Policy of New Socialist Countryside in China provides a good political opportunity for the development of rural tourism. In return, rural tourism has become a new growth point of economic development in rural areas. At present, the rapid development of rural tourism in our country is a good chance to strengthen the construction of new socialist countryside, to improve infrastructure and public service facilities in countryside, to perfect comprehensive rural environment, to build confortable country communities. Rural tourism is able to bring productive agriculture, beautified rural environment, various occupations of farmers, productization of resources, which can promote rural economic growth and optimize the industrial structures. In addition, rural tourism is of great significance to narrow the gap between urban and rural areas, facilitate the in-depth development of tourism and the tertiary industry, and the construction of a harmonious society.Rural tourism in our country is in a fast development stage, however, there is a lot of problems appearing during the course of development because of the inefficiency of market mechanism and the lack of policies and regulations. The problems are as follows: the incomplete or excessive development of rural resources; famers are not actually benefit from the tourism development; ecological and cultural environment are destroyed during the developing process and so on. These issues are vital for the healthy and sustainable development of rural tourism and are need to be addressed.This paper, based on the basic knowledge of economics and the institutional economics and guided by ecological civilization, studies the development and integration model of rural tourism resources which is significant to theoretical research and the real economy.Author starts by summarizing the literature on definition and utilization of rural tourism resources, and determines rural land, rural houses and rural culture as the object of this research. This paper is mainly on the base of sustainable development theory, externality theory, property rights theory, and constructs an ecological development and integration model of rural tourism resources which is disciplined by ecological civilization, aims at facilitating the development of economy and society, and is based on an organization structure composed of government, companies, farmers and village committee. This paper discusses the details of organization and operation when resource transfers. The author uses relevant theories to make a case study on Shalimuzhuang Village in Yinqiao Town, Dali City, Yunnan Province. Combined with reality, the paper examines the model and concludes that the implementation and popularization of this model is beneficial to the sustainable development of economy and society in the whole Erhai Lake basin, and brings a series of direct and indirect environmental, economic and social benefit. In the last part, the author offers some suggestions regarding to the ecological development and utilization of rural tourism resources.
