| At present, among the researches of the relationship between economic development and environmental regulation, scholars are concerned about transnational relocation and transregional relocation of pollution intensive industries(PIIs’): What factors effect these industries to relocate? What is the motivation and mechanism of the relocation?According to the existing literature, this paper use survey data of Guang dong Province industries to define the type of polluting industries, and take mining and dressing of ferrous metal, mining and dressing of nonmetal ores, processing of farm and sideline food, textile industry, leather, fur, feather, do wn and related, papermaking and paper products, nonmetal mineral products, metal products, production and supply of electric power and heat power these nine industries as the pollution intensive industries. According to the "Guang dong Statistical Yearbook" and "China City Statistical Yearbook of Statistics, we found that the feature of PIIs’ output looks like an “M†in the time level and " dispersion—agglomeration—diffusion†in the space level.Guangdong Province is divided into four regions, the Pearl River Delta(PRD), east wing, west wing and mountainous area. Select each city’s data of third sector to GDP, foreign direct investment, state assets, average wage of fully employed workers, length of highways, number of industrial enterprises, SO2 emissions and value of exports. Constructing input-output analysis model of panel data, do an empirical research about affecting factors of pollution intensive industries relocation in Guangdong Province. We can get the following conclusions: relocation between the countries is not related to foreign direct investment; environmental regulation is an important affecting factor of pollution intensive industries relocate from PRD region to non PRD region; local government accomplishment is one of the main mechanism, such as improving infrastructure, service level and preferential policy; industrial structure is an important factor as well, but whether the low cost of labor plays a promoting role still or not, it still needs to be further explored; Guangdong Province is still the international pollution intensive industries’ haven, the non-Pearl River Delta region is gradually becoming the place to undertake pollution intensive industries in the province at the same time.Finally, based on the empirical research results, this paper give advices and countermeasures for the transregional relocation of pollution intensive industries in Guangdong province. It includes: increasing the transformation and upgrading of the industrial structure, increasing the investment of scientific and technological innovation, strengthen environmental regulation in industry relocation, choose the undertaken industries scientifically and reasonably. |
