Because of economic development there is a big difference between different areas, and between different regional industry transfer. This greatly promote the economic development of the economy less developed area. However, in recent years, people increasingly focus on industrial relocation in phase with the transfer of pollution intensive industries. Especially the pollution intensive industries transfer to undertake zone to the pollution of the environment, the resulting environmental problems to bereckoned with. The transfer of pollution intensive industries affected by many factors. Among them, the local governments at all levels in our country between the environmental regulation is an important factor. Under today’s big background, attaches great importance to environmental protection based on pollution intensive industry transfer between different regions as the breakthrough point, multi-angle analysis of the current situation of pollution intensive industry transfer between different regions, and the comprehensive analysis of the influence factors of pollution intensive industry transfer, and combined with empirical analysis, finally to establish a long-term mechanism of environmental regulation, put forward referential Suggestions for promoting the sustainable development of economy in our country.First of all, in this paper, the defining the relevant concepts of pollution industry transfer. Then, from the point of FDI, analyzes the present situation of pollution intensive industries transfer and research in our country east, west of neutralization, the current situation of pollution intensive industries transfer. Then, analysis the influence factors of pollution intensive industries transfer and using empirical analysis method for inspection "pollution haven". Finally, through the analysis of the empirical results, this paper puts forward the corresponding policy recommendations.In this paper, the main conclusions are as follows:first, the transfer between different areas in our country and there are many differences between undertake pollution intensive industry, and in recent years, showing in the eastern region turns out pollution intensive industries and, in the western region to undertake pollution intensive industry trend; Second, to undertake and roll-out of environmental standards, investment promotion and capital introduction of vicious competition between local governments at all levels, insufficient for the regulation of environment as well as the public environmental awareness of differences affect transfer pollution intensive industry in China; Third, the test result of the "pollution haven" hypothesis in China was not significant; Fourth, for the problems existing in the nowadays, this paper argues that from the following several aspects:to strengthen the construction of legal system, improve the environmental standard system, the implementation of various cope with the "government failure" means, strengthen national macroeconomicregulation and control, and establish green GDP accounting system.
