Now the competition between cities has become the competition among the service of the economic development in the field of public. And the construction of urban district will guide urban development and solve the problem of city. With the process of urbanization in guangxi, the downtown already cannot satisfy the needs of nanning economic and social development in the future. With the quickening of the urbanization process, the development of the city space, the city function positioning need to improve. Under the perspective of public policy research to explore how to improve the urban district planning and construction has important practical significance and theoretical value.Based on the Wuxiang new district planning and construction situation, and the PEST analysis and SWOT analysis for Wuxiang new district, the paper points out the problems existing in the new district, such as the main planning objectives were unclear, lack of land acquisition plan, the infrastructure construction is slow, the financing channels blocked, organization is not sound, and points out the reasons for these problems, many policies are proposed for perfecting the urban district planning and construction. The author thinks that the government should strengthen the legal system construction plan of urban district, maintain the authority of the new policy, and coordinate, control and supervision the management system, such as by changing the traditional style of work, mobilize various forces pushing forward the construction of the project and the diversification of expanding financing channels construction. Finally, this paper advocates to use the rule of law, policy, system, mechanism, organization structure, and economic aspects to provide security for urban district planning, so as to promote the construction of urban district planning.
