The establishment of social credit system and the strengthening of the study of social credit becomes more and more practical under the current development strategic circumstance which combined by "managing state affairs by ethics" and "the rule of law".Credibility as a key performance in the social credit system plays a leading role in establishing the public’s sincerity.Leading cadres are the promise of the state and society; Leading cadres of the finance department of the government are the core strength of the government and the finance department. The leader’s credibility leads and influences the whole government’s credibility, and affects the party’s executive ability. Nowadays, the loss of the financial cadre’s credibility directly influences the whole government’s integrity, which determines whether we can establish a harmonious society and whether we can have a sound economic developing environment, therefore as leading cadres, no matter what department they are in,it is their responsibility and obligation to play a model role through their own specific integrity behavior and performance,so that they can encourage their subordinates and the masses to work positively to complete routine tasks. Under such circumstances, how to improve the credibility of government financial leading cadre is worth thinking deeply. This article is aimed to do some thinking and the systematic research on this issue.This paper analyzes the practical effect of credibility of financial leaders mainly from the perspective of linking theory with practice and on the basis of defining the concept of credibility. Government financial leaders represent the image of the government,therefore, they need to raise and use the public purse legally, and due to the particularity of taking responsibility of the taxpayers, which decides the significance of studying credibility of financial leaders. This paper focuses on the current situation and reasons of the loss of financial leaders’ credibility from three standards:financial leader’s self-quality, selection and promotion way and public satisfaction. Credibility loss is not only because of the internal lack of leader’s quality, but also because of some external factors, such as unscientific of selection mechanism imperfect of regulatory system, and unsound of evaluation system. From the above analysis, the author finally summarizes approaches of enhancing credibility of financial leaders. Strengthening their own quality ability, and at the same time improving the selection system, supervision and evaluation mechanism, which are not only enrich the credibility research for the financial sector, but also earnestly improve leaders’self-quality. Therefore, this can win more recognition of the masses, and complete leading activities successfully and finally reach the goal of leadership.
