| Private economy is an important support of economy in Jilin province and a major power to improve Jilin technological innovation. Developing private economy has a special strategic importance to solve the employment problems, to create economic wealth and to keep regional stability. Therefore, giving prominence to development of private economy in Jilin has an important strategic significant for the whole province. However, revitalizing private enterprises is the key factor to develop private economy; the strategy formulation of private enterprises is the major issue to revitalize private enterprises.In this paper, the writer points out the key factors which can influence strategic formulation by analyzing all influence factors. And then, the writer offers the theoretical basis on making a better strategic plan for all private enterprises in Jilin. There are six chapters in this paper. Chapter 1 is the introduction which includes research background, research objects and research methods. Chapter 2 presents some relevant thesis, tools, and theoretical researches. According to the actual situation of Jilin private enterprises, chapter 3 mainly introduces their general situations and analyses some weakness from the development and strategic plan of them. All these information is a kind of references for private enterprises’ strategy formulation. Chapter 4 mainly discusses the types and influence factors of strategy formulation for developing private enterprises in Jilin. Based on these information, the writer explores what key points will be caused by market environment changing, and then summarizes the types and development phases of private enterprises in strategy transition. In chapter 5, according to analysis the influence factors of strategy formulation in Jilin private enterprises, the writer sumarizes some suggestions to help the enterpirses make better strategic plans and promote long-term developments.
