Study On Risk Management Of BTT Financing Model For Government Affordable Housing Project

With the rapidly development of economy and support for real estate. The house prices rising in our country in recent years, far more than the income level of residents. Combined with the structural contradictions in economy and inequitable distribution of national wealth, the low-income groups hard to buy a house. Having a house to live in became a major issue concerning people’s livelihood and social stability.Since the 18 th party congress, our country launched a new round of shanty towns reconstruction and construction of subsidized housing. But low construction standards, hard to ensure the quality, shortage of funds, and many other problems in practice, making the construction of affordable housing difficult to push forward. The most underlying problem is money.In order to solve the problem of funds, many experts and scholars have made active research for the development of innovative financing mode and financing channel diversity. The BTT as a new financing mode, provided a new way to help us to solve the problem of funds.Research on risk management of BTT project to improve running mechanism, the level of management, to reduce the construction cost, improve project anti-risk ability to provide the reference and advice.At the first,this article analyzes the background and characteristic of BTT, puts forward the organization framework and operation process of the project; from different aspects to studied the risk characteristics of the project. Secondly, this paper introduces the common methods of risk identification and principles; Through a large number of literature reading, based on the whole project, conducted a preliminary identification of risk factors. Based on the Delphi method and frequency statistics, has been represented by administrative intervention, imperfect laws and regulations of 39 risk factors and 15 key risk factors. ISM is used to establish the hierarchical structure of the key risk factors, cleared the relationship between risk factors and the function path. Finally, according to the different levels, build the risk evaluation index system.Use the questionnaire survey to establish the different level of risk judgment matrix,build the model of risk evaluation based on AHP, calculated the weight of each risk factors, total row and effects.
