Since the PRC joined the WTO,The growth rate of total value of foreign trade in the country is remarkable, while the quantity of the customs officer has led to a serious shortage of human resource and the struggling situation faced by the roots level officers. In 2002, the first of all China customs with the crew of 15 men was founded by Kunshan Customs by the positive promotion and strongly support of local governments and the Customs, which was to resolve the acute contradiction of customs human resource shortage. The Customs Assistants Team has become an important and un-ignored customs force to exercise law-based administration, keep the national gateway, serve the national economic interests and promote social development. Based on the similarity and differences of auxiliary institution domestic and abroad and the reference of domestic institution of traffic warden, public security assistants, civilian employees of police department, according to the general principle of administrative law and basic content of customs administrative authority, this paper is expected to comprehensively conclude of present situation of Customs Assistants institution of Jiangsu province, and on the ground of which, to study and analysis the existing risk, difficulty and shortage of present Customs Assistants management institution, to elaborate the function and gap of the four bodies including local governments, customs, assistants themselves and customs officers, to extensively discuss the improvement advice about rights guarantee of Customs Assistants and the institution long period development by questionnaire and interview. Insofar as many other Customs all over the state have or are going to establish Assistants Team, who have frequently refer to experience mode of customs in Jiangsu province, therefore, this paper has extremely demonstrating effect and is expected to benefit the promotion of standardized administration of nationwide Customs assistants.
