Research Of Problems And Countermeasures For The Municipal Main Construction Project Management

In the course of development of city, the municipal main construction project management, as an important function of government public administration, was an important force to promote regional and socio-economic development, which directly related to the sustainable economic development and the harmonious and stable of the society. Meanwhile, the municipal main construction project management’s reasonable structure, well-organized system, perfect method, also had a direct impact on municipal main construction project’s successful promotion, public image of the government and interests of people. During 13th Five Year Plan, it is an urgent problem to promote economic and social development of urban, which need to explore the issue in depth, about how to strengthen the government management of municipal main construction project, and ensure the progress and quality of the project. In this regard, it should be provided from project management theory, analyzed problems of the municipal main construction project management, explored appropriate solutions, in order to implement the scientific concept of development better and offer suggestions and countermeasures for building harmonious cityThis thesis follows the writing mode of proposing problems, analyzing problems, and resolving problems, which is to research find the problems and difficulties of municipal management in the main construction projects, analyze the causes, and finally propose appropriate solutions, specifically include the following aspects: Firstly, the thesis stated the background and significance of this research, domestic and foreign research review, research content, method and innovation, to pave the way for the unfolding of the study. Secondly, it stated the basic theory of the municipal main construction project management. This is the theoretical basis of this thesis, which explained the connotation, characteristics, theoretical basis and the important role of municipal main construction project management. Thirdly, it analyzed the plights and reasons for the municipal main construction project management. This part set Xiangtan City as an example, which used case-study method to research the status of Xiangtan municipal construction project management, analyzed the achieved achievements and the problems, discussed in-depth of the causes of the problems, and provided the appropriate basis for proposing recommendations and countermeasures. Finally, it put forward suggestions for improving municipal main construction project management. It proposed targeted countermeasures from following aspects:strengthening government self-function’s construction, innovating the mode of municipal main construction project management, expanding sources of funding, and strengthening supervision and restriction of power.The innovation of this thesis is mainly reflected in:First, innovation of research perspective. Domestic scholars who specialized municipal main construction project as a research object is not so much, from the perspective of the municipal main construction project management, this thesis could show more targeted problems of the municipal main construction project management. Secondly, the research has an innovated content. This thesis focuses on the study of the municipal government management to municipal main construction projects, and puts forward suggestions and countermeasures to government, in order to promote implementation of good governance in government. Thirdly, this thesis has an innovated research methods, which used Literature analysis, specification analysis and empirical analysis, etc., striving to focus on a comprehensive analysis of municipal construction project management problems and put forward feasible suggestions.
