Finance has become the core of rural economic development. The rational allocation of agricultural financial resources plays a important role in promoting rural economy and agricultural industrialization to a certain extent. Through the investigation and relevant data, it is found that although Yongzhou, as an important agriculture area in Hunan province, has obtained certain achievements since the 1990’s, the agricultural industrialization of Yongzhou is still in its infancy at present and the agricultural finance is faced with some problems. Therefore, improving the financial resource allocation mechanism is very vital for the development of rural economy, agricultural finance and the construction of modern socialist villages in Yongzhou.Based on literature at home and abroad, quantitative analysis and qualitative analysis, empirical analysis and normative analysis are used to investigate the allocation of financial resources. The related data of financial resources in Yongshou is collected. Besides, the structure and changes of the financial resources in agriculture are presented. And, linear regression model is established to indicate that Yongzhou’s agricultural financial resources make a great contribution to the industrialization of agriculture. The research shows that the absence of agricultural financial institutions, narrow financial channel for agriculture, hysteretic and single rural financial service, defective agricultural insurance system and poor rural financial environment severely restrict the industrialization of agriculture in Yongzhou. Therefore, some targeted suggestions are put forward to deal with the existing problems in the allocation of financial resources. The measures involve enriching the functions of financial institutions, broadening agricultural financial channels, improving the rural insurance system, and optimizing the rural financial ecological environment.
