Encouraged by the devolution of administrative power to lower levels and the opening policy of central government, Chinese local government implement their internationalization development strategy energetically since the beginning of reform and opening-up policy, in order to promote the development of local society and economy. It turns out that the scales, levels, channels and patterns of local goverments’external exchange have been developed such as never previously existed. However, the studies concerning the district-level governments’internationalization strategy and implementation are still insufficient, which can not be compared with the amounts of district-level government.The internationalization development of Minhang District is a very representative case of Chinese district-level local governments which successfully carry out international activities. Based on the case study of Minhang District in the past 20 years, the thesis analyzed the relevant theories of subnational governments’ foreign affairs and the theory of public departments’strategy management. The thesis aims to study how Chinese district-level governments cognize, adapt and utilize all the powers shaping global economy as well as how they plan, implement and transform their internationalization strategy creatively.This thesis starts with an elaboration of Minhang’s internationalization strategy planning and implementation by stages since 1993. Based on these theoretical and empirical studies, the thesis argues that the internationalization development of local governments should follow closely the trends of globalization and depend on the beneficial interaction between central and local governents. Local governments should analyse internal and external environments accurately, plan reasonable strategy, implement effectively, evaluate performance and optimize continuously according to the changes of the situation.
