| The year of 2014 is the first year of an era that China Mobile is developing 4G network. More importantly, this is the key year when we deepen the reform and the development. Ningxia Mobile positively responded to the requirement of group company to develop rapidly develop 4G network. With the support of the government, Ningxia Mobile simultaneously builds the network of 4G in the whole province. Currently, Ningxia Mobile has built more than two thousands of LTE base stations, and leads the coverage density of 4G network within the national wide. The highly intensive of network construction has brought great challenges for the current operation pattern of Ningxia Mobile. The key problem that Ningxia Mobile should solve is improving the efficiency of operation from different perspectives, including organization, procedures and methods.This paper mainly focuses on that how Ningxia Mobile reform its operation pattern by changing the distributed methods to centralized methods. In this paper, we firstly survey and analyze the related work about the excellent operation pattern in the world. Considering the trending of the development of the modern communication network, we analyze both the advantage and disadvantage of the operation pattern in Ningxia Mobile. We also conclude that why Ningxia Mobile should deep the reform of operation. Secondly, learning from the ITIL and the queueing theory, we design the development model to reform the management of operation for Ningxia Mobile. We set up the strategic targets of the reform and the development, and design the details from three perspectives, including organization, operation procedures and the support methods. Finally, we evaluate the fruitful results after China Mobile Ningxia implement the centralized management of the operation. In conclusion, we consider that the centralized management of the operation well fits the development of the age, and the effective management could greatly improve the competition ability of the enterprise. |
