Facing the increasingly serious energy crisis and pressure from environmental degradation, traditional auto industry encountered obstacles and new energy vehicles has become a global attention and prioritized new industry. Since 2009 the development of new energy vehicles in our country has stepped into the comprehensive stage for layout. Under the impetus of the related policies, All over the country actively carried out the promotion of energy saving and new energy vehicles demonstration projects, At the same time increased the investment in researching and production of new energy vehicles. Shenyang proposed to accelerate the development of new energy automotive industry requirements in order to comprehensively revitalize northeast old industrial base, transform the mode of economic development and realize sustainable development of energy saving and emission reduction, Shenyang new energy automobile industry development needs the relevant technical innovation. the research on Shenyang new energy automobile industry technological innovation at present situation is of great significance.In this paper, combining technical innovation and ecology theory, the article is based on ecology evolution in the original place of living space namely the niche for the theoretical background to study the related questions of Shenyang new energy automobile industry technological innovation. Because Shenyang industrial cluster and innovation and technology evolutions in the new energy automotive industry have ecological characteristics, the niche theory is applied to the related research with the rationality and feasibility. This paper firstly analyzes the research status at home and abroad, and the related theories are reviewed. Then, respectively, the paper summarizes the development of new energy automotive industry at home and abroad and the current situation of the development of new energy vehicles industry in Shenyang, and analyzes policy, social and economic environment of new energy vehicles industry in Shenyang. According to Lopolito study system, combining with social network analysis(SNA), through the measure of Shenyang new energy vehicles industry technological innovation niche in willingness, power, knowledge, three mechanisms the paper determine the niche technology innovation development stage of development, and evaluate its development level. Through the empirical analysis, the results show that the new energy vehicles industry technological innovation in shenyang niche is in the growth period, willingness and the power mechanism is near perfect, but the mechanism of knowledge is very weak. Finally, from three aspects of increasing industry-university-institute cooperation, optimizing the industrial chain, and enhancing the core enterprise independent innovation, some advices are put forward for enhancing the development of Shenyang new energy vehicles industry technological innovation niche.
