Private construction companies in Jiangsu and Zhejiang province started overseas business development in the early 1980s.Under the guidance the government, through 30 years of development, their business has spread all around the world, becoming one of the pillar industries of export-oriented economy in Jiangsu and Zhejiang province. With fierce competition in international contract construction and standardization of management, lack of skilled talents restricts the further development of private overseas project contracting companies in Jiangsu and Zhejiang province.Therefore, Human resource management method is in urgent need of innovation.Through staff interviews, case studies and other methods, this article makes systematic and in-depth research in the overseas development of private construction companies based on the analysis of the overseas development process of several representative private construction companies in Nantong city (Jiangsu province).Through analysis of the current situation of overseas human resource management and experience of innovation in human resource management of relevant state-owned enterprises and advanced foreign and domestic construction companies, this article points out the bottleneck restricting the further development. At the same time, this article studies the formation of institutional mechanisms to enhance continuous improvement in human resources building for overseas development of private construction companies by studying relevant organizational change, remuneration system, staff training, motivation mechanisms, talent introduction and configuration, and cross-cultural management.
