The 21st century is the era of knowledge economy, puts forward higher requirements for the quality of talents. In the face of the knowledge economy, we must vigorously develop the human resources, changing human resources into human capital. It must depend on education, education is the foundation of the knowledge economy, and only through education can improve people’s quality and enhance people’s ability to master and apply knowledge. And people as a factor of the productive elements in the most active and most subjective initiative, play a more and more important role in economic and social development. Pay full attention to the development and utilization of human capital, and cultivate the compound talents, is the new mission of the era have entrusted to governments all countries in the world. Under the background of new era, "have culture, understand management, management" is the qualification of entrepreneurs must possess in the new period, and the ascension of entrepreneurial quality depends on the implementation of entrepreneurship education.As an important way to cultivate high-quality farmers and improve their level of self-employment, farmers’entrepreneurship education has a positive significance to perfect the rural vocational education and promote the rural economic and social development. However, affected by social, economic, cultural, historical and many other factors, the farmers’entrepreneurship education in our country is still at the starting stage, especially in the western underdeveloped region, carrying out the farmers’ entrepreneurship education activity is struggling, which has seriously affected the process of China’s construction of a new socialist countryside and modern agricultural development. Therefore, increase farmers’ human capital investment, and excavate their potential of human capital, to further strengthen and improve farmers’ entrepreneurship education is an important issue that we must face at present. But, as we all know, farmers’heterogeneity is stronger, the quality level is uneven, both traditional farmers, also has the new farmers. In theory, all the farmers are the subject of a new socialist countryside construction, but from the point of practice, compared with the traditional farmers, new farmers has more superiority in the sense of innovation, creativity and other aspects, to play a greater role in the construction of new socialist countryside.The thesis is put forward new farmers’ entrepreneurial education problem research in the context. The paper expounds the basic connotation of human capital theory and its application in the farmers’ entrepreneurship education, selecting the education and training for new farmers to plant fruits and vegetables as a case study of Minle County in Gansu Province. On the basis of absorbing the previous research results, through theoretical analysis and on-the-spot investigation methods to analyzes the related issues of the new farmers’ entrepreneurship education in Minle County, finally put forward the basic measures to enhance their human capital.The thesis is divided into six parts:Part Ⅰ-Introduction. This part mainly elaborated the selected topic basis, research status quo of related problems, research the purpose and significance, scheme design and involved in the study of the core concepts definition, etc.Part Ⅱ-The connotation of the human capital theory and its application in farmers’ entrepreneurship education. This part first elaborated the basic connotation of human capital theory, and then put this theory into farmers’entrepreneurship education, to provide theoretical guidance for the writing of this paper, also take a further analysis of the human capital theory in the application of the farmers’ entrepreneurship education.Part Ⅲ-Case Study of farmers’entrepreneurship education. Take Minle County in Gansu province farmers’fruits and vegetables cultivation training and education as an example, From the farmers’entrepreneurship education model, content, forms of organization and effectiveness of four aspects, analyzes the current situation of farmers’ entrepreneurship education. Finally, there is the problem of farmers’ entrepreneurship education in Minle County, mainly include:Entrepreneurship education department is complex, lack of effective cooperation between them; The teachers strength is weak, it is difficult to meet the needs; Entrepreneurship education object quality is uneven, participate in the training enthusiasm is not high; The training content is single, curriculum is irreasonable; The entrepreneurship education funding shortage, lack of investment.Part IV-The reasons of the problem of the farmers’ entrepreneurship education in Minle County. Mainly include:Government, society and farmers themselves for lack of awareness of entrepreneurship education; Entrepreneurship education system is not perfect; The farmers’education system lags behind, the weaknesses and shortcomings of traditional small-scale peasant economy, the circulation of agricultural products market uncertainty and other external factors.Part V-The measures and recommendations to promote farmers’ entrepreneurship education. This part puts forward the corresponding measures mainly from three aspects of the farmers themselves, the government and the society, in order to further promote the Minle County farmers entrepreneurship education, promote the development and utilization of rural human capital. Such as the transformation of farmers’ ideas and the comprehensive quality of ascension; To establish and perfect the system of government business education security; Social participation and support.
