| Based on the land property rights and land rent theory, this paper clarities the relation among balancing urban-rural, land transfer and the farmer’s income from e view of the theory, then analyzes the effect of land circulation efficiency, scale circulation and pattern,transfer cost and risk on the farmer’s income. Finally uses the data of Chuzhou city and Dingyuan County to descriptive land transferring and farmer’s income and utilizes multiple linear regression models testing that land transfer effects on the farmer’s income. The author also put forward the countermeasure and suggestions.Main conclusion as following:Land transfer promotes the increase of farmer’s income in Chuzhou. The relationship between land transfer and the farmer’s income is not unidirectional linear, appropriate scale of land circulation will increase the income of farmers, on the contrary the effect of land transfer will fail when overweening the optimal scale of the land transferring. The scale of land transfer in Chuzhou did not reach critical value of the scale effect that is the marginal cost equals the marginal return, so further promoting land transfer can increase farmer income.The effect of scale and efficiency of land transfer on the farmer’s income is dynamic. In the early, the scale of land transfer greatly influence on the farmer’s income; influence of play scale and efficiency of land transfer on the farmer’s income is through science and technology, institution and other factors.The pattern of land transfer in Chuzhou is different. Analyzing of land circulation data in 2012 in Chuzhou, the author find that the main patterns are subcontract, lease and transfer and other land transfer pattern is minor, in which anounts of subcontract surpass more than half of the land transfer.Characteristics of this paper lie in three aspects. First, reseach Perspective is unique. From the perspective of balancing urban and rural, this paper studies on the relationship between land transfer and the farmer’s income from macroscopic view of Chuzhou as a whole to microscopic view of Dingyuan County as an example,which makes the conclusion of the study with reliability. Second is combination of theory and empirical aspects. Based on the content of theoretical analysis,using cross-sectional data and panel data to empirically test. Third is empirically testing effect of land transfer on the farmer’s income from total amount and pattern of land transfer, which was changed the formulas used qualitative analysis.Countermeasure include strengthening the reform of systerm of land property right,perfecting the taxation policy, strengthening the urban an rural public service equalization, establishing all kinds markets of production factors including land, finance and labor market, cultivating and guiding intermediary organizations land supply and demand sides and interactiving the markets of urban and rural. |
