The Government Governance Research Of Highway PPP Projects

With the accelerated process of urbanization, infrastructure construction in our country is in the rapid development especially highway construction. But local government and domestic bank are lack of funds for construction. In order to ease the highway project construction funds under pressure and improve the project of our country highway construction and operation efficiency, since 1994 China began to allow and encourage the traffic management departments at home and abroad to participate in the process of construction and operation of highway project in China. Since the PPP mode (Public-Private-Partnership, government enterprise cooperation/PPP) began to join in the construction of highway projects. However, PPP project of highway in our country has many problems, the problems mainly reflected in the target control, supervision, information asymmetry, participants benefit related system, pricing mechanisms and other aspects of the dispute. Many private enterprises pay excessive attention to the economic benefits and ignore social benefits of the highway projects. The introduction of the PPP model not only failed to introduce advanced management experience, improve the management efficiency, but also failed to achieve the expected investment effect. In order to maintain the public welfare attribute of Expressway PPP project, improve the efficiency of the use of funds to strengthen supervision, our government need to take action in PPP project.This paper will analyze the current situation of Expressway PPP project supervision in China, summarizes the existing expressway PPP project in China’s regulatory problems, combined with the successful experience in developed countries in the PPP regulation; on this basis, through literature review and case analysis, the key of success associated with government regulation summarized the highway PPP project, risk factors and control factors in the extraction of factors, key elements of the government regulation, the supervision system based on the PPP project of highway. Finally, compared Expressway PPP project in China with developed contries, this paper puts forward reasonable suggestions to improve and perfect our country PPP project supervision.
